On June, 25th, 2009 the morning meeting with delegation with group of realization of the project into which have entered the head of East Europe department PROON A.Dinu, the expert of ecological department PROON Russia A.I.Gubanova, the national director of project А.Н has taken place. Priests, manager V.I.Ponomarev, the head институционального a component I.e. Goncharov, assistant A.M.Tentjukova, the bookkeeper V.A.Sheveleva. At a meeting delegation PROON visit schedule in Republic Komi has been discussed.
This very day field excursion in заказник "Syktyvkar" which was spent by employees of institute of biology of Komi of a centre of science of UrO of the Russian Academy of Sciences of So-called Pystina and L.V.Teterjuk has taken place. In заказнике "Syktyvkar" visitors accepted a plant carried to the first category of protection and brought in the International Red book (a Venus shoe).
On June, 26th 2009. Group of management of the project together with visitors Jugyd Vа »have taken off for reserve Pechoro-Ilychsky and national park«.
The first deputy of the Head of Republic Komi V.M.Gajzer, and also employees of institute of biology of Komi of a centre of science and national park took part in a trip «Jugyd Vа». During a trip survey field excursion on reserve Pechoro-Ilychskomu, including object «Small blockheads» ridge of Manpupuner has taken place. The pechoro-Ilychsky reserve is organized in 1930 Here there passes border of subbands of average and northern taiga the European and Asian kinds co-exist, there is an imposing of their areas. In upper courses of Pechora are found out one of the most northern on globe of parking of the person of the top Paleolithic and an ancient sanctuary манси. On the smoothed ridges of Ural Mountains — unique natural formations of "Manpupuner" and Torreporreiz. The reserve possesses knowledge of laws ecosystems, a life of plants and animals. Rests of "Manpupuner" ("Bolvanoiz", «Stone idols») a ridge of Manpupuner are the most known nature sanctuary and reserve "card". The name "Manpupuner" in transfer from language манси is meant by «Small mountain of idols». Komi hunters name its Small Blockheads. Unique natural object – a product of century aeration of rocks – seven huge stone columns on a tableland concerning which occurrence at the local radical people legends («Seven athletes» are combined). Height of columns from 22 to 50 metres, each of them has received own name in legends of aboriginals of Priuralja. The monument is located in a security zone of reserve. Near to a ridge of Manpupuner two more heights with large останцами – a ridge of Janypupuner and mountain Bear are located.
The first deputy of the Head of Republic Komi V.M.Gajzer during a sightseeing tour has assured: «We very well understand nature protection problems; therefore we will support any actions of the project for preservation of the unique nature of Republic Komi». The manager of the project V.I.Ponomarev, being in immediate proximity from "the Columns", one of «Seven miracles of Russia», has told and has shown, where the territory accomplishment in the near future will be made, building of a small house for inspectors, a helicopter platform, a settlement for tourist tents, toilets, the equipment of tourist tracks and routes and ways of stops is supposed.
Further survey helicopter excursion on national park «Jugyd Vа» has followed, including отлоги the Research ridge of Subpolar Ural Mountains. The national park largest in Russia "Vа" is created by Jugyd on April, 23rd, 1994 under the Governmental order of the Russian Federation № 377. It is located in Vuktylsky, Intinsky and Pechora areas of Republic Komi, on the western macro slope of Ural Mountains (including a water separate part of a ridge) and adjoining plains. The purpose of creation of park is protection and the organization of recreational use of mountain-taiga ecosystems of Sub polar and Northern Ural Mountains. The area of national park "Jugyd Vа" makes 1 891 701 hectares. The basic types of vegetation in park are woods of flat spaces, foothills and slopes of the Ural mountains, and also the mountain tundra forming flat, tundra and mountain landscapes with strongly pronounced vertical ash value. 65 % of territory of park occupy natural woods - radical files темнохвойной and светло¬хвойной a taiga. In the majority of wood landscapes the fur-tree Siberian prevails. In mountain woods of a southern part of the park, concerning a transitive strip between average and northern sub bands of a taiga, the important place is occupied with a fir and a cedar. Here there passes northern border of growth of a cedar. The flora of national park «Vа» includes Jugyd more than 600 kinds of vascular plants, ten kinds of mosses and lichens. The park territory is unique from the point of view of a biodiversity. A great interest Jugyd Vа »which concern to protected in Komi Republic (47 kinds) represent rare plants NP.
This very day expedition has landed and equipped at Lake Patokty (river sources Small Treacle) national park «Jugyd Vа». Here also there has passed the basic part of a working meeting under the project.
During a trip discussion of a course of performance of the working project plan has taken place. The manager of the project has reported on a course of performance of the project plan for 2009, in particular, has made the review of performance of the basic actions for the project: annual both 5-year-old plans and the project budget are accepted, the project coordinating committee where have entered, including, representatives of Ministry for Protection of the Environment and Natural Resources of Russia, Government RK, the Ministry of natural resources and preservation of the environment РК, Committee of woods РК, municipal unions RK, scientific and public organizations is generated. Detailed discussion of all working plans has taken place. According to the manager of the project, substantial contracts on competitions are concluded, FEASIBILITY REPORT projects are developed, the manuscript of the first book under the project «Biodiversity of Ural Pripechorja» is prepared, are prepared and signed a number of contracts on target financing of actions for the project, employees of the project have taken part in a number of scientifically-practical conferences. In 2009 the project should develop the concept of the strategic plan for development of OOPT РК, to prepare a plan of measures on creation of system of monitoring of primary ecosystems РК, to begin work on working out of plans for ООПТ, to start the pilot project on preservation and recreational use of object «aeration Columns on a plateau of Manpupuner».
The national director of project А.Н. Priests has especially stopped on project problems, in particular, on blanks and current legislation barriers. For the objective reasons terms on creation of controls by Komi Republic system OOPT are transferred. In Komi Republic especially protected 242 natural territories are created, however землеотвод the republican is not spent yet. According to A.N.Popova, interests of the several ministries and departments, but nevertheless a problem are infringed in this point of the project plan is solved. Besides, more recently the Ministry of natural resources and environment РК has reorganized Control centre of the East European tundra which including take up the problems of OOPT РК.
During delegation PROON visit survey field botanical and zoological excursions in which honored guests were personally convinced of uniqueness and первозданности territories of national park «Jugyd Vа», presence of rare species of flora and fauna also have taken place.
29.06.2009. The project group has taken off by helicopter in Ukhta where discussion of a course of performance of the annual working plan in frameworks «Result 3» the project has taken place. Planning of the second session of coordinating committee of the project. Discussion of the feasibility report on the pilot project on preservation and recreational use of object «aeration Columns on a ridge of Manpupuner» has taken place also.
Representatives of delegation, having visited in protected territories, were convinced that the project develops and has every chance for the successful realization. «Many nature sanctuaries in park territory are not investigated yet and not described – for this purpose does not suffice either states, or means. For today work on expansion of the list of natural and historical monuments of park and cadastre drawing up – one of the most important, as well as program working out on their preservation. Such work will be spent within the limits of the project» about it there was a speech at meetings of participants of expedition. All meetings have passed in in a friendly way-business conditions. According to participants of mission, it is the unique project which shows possibilities of real interaction of the various structures united by the uniform purpose of joint reasonable management by natural resources. Before the Komi Republic project there are huge problems on preservation of the nature and development of region which can be solved only joint efforts.
On end of a trip to project PROON/GEF in Komi Republic were it is recommended: to finish the report on the initial stage of realization of the project; to discuss with the minister of natural resources and preservations of the environment РК of a direction of activity of the Center of researches and management of the East European tundra; to expand possibilities of distribution of the information on competitions spent within the limits of the project, to define mutual relations between the offered noncommercial organizations for support of distribution of sources of the income for protected territories РК; to describe the offered schemes of micro-credits and others. The general conclusion: it is made much, the project moves in a correct direction, the command of management of the project is quite capable, the course of performance of working plans is typed, received good experience of interaction with wide layers of experts.
